INTRODUCTION
An emergency refers to an unexpected event that has the potential to cause harm to life, property or the environment that requires immediate action. While emergency action is the initial action taken to deal with or control the emergency. Therefore, for the purposes of Directive 20 of the National Security Council (MKN) in dealing with and controlling any emergency scenario, the Universiti Malaya, UM Preparedness and Emergency Procedures (hereinafter referred to as PKTK) was developed for the following requirements:
- To provide a system and instructions, and to determine management responsibility for any emergency to ensure the safety of persons, property and the environment that may occur at UM
- To create preparations for a variety of potential emergency scenarios and provide management procedures when they occur
- To strengthen the level of readiness to face various emergencies at any time
- Meet national legal requirements.
In general, managing one emergency is divided into 4 main cycles, namely:
- Avoidance Actions to take measures to avoid the occurrence of a disaster and/or reduce the impact of a disaster if a disaster cannot be avoided.
- Preparation, Action prepare emergency action planning taking into account the involvement of all parties involved as a whole in action against emergencies.
- Actions Actions to deal with emergency situations as they occur.
- Restoration. The act of restoring the original state destroyed by a disaster.
